Born in Meguro district, Tokyo in 1948. After graduating from Law Faculty at Kanagawa University, Uehara joined Ohte Advertising Co., Ltd., Interested in Marketing he continued his studies in Woodbury University. Few years later, after working at Oi Seisakusho Co., Ltd. (currently Mitsui Kinzoku Act Co., Ltd.), he joined Takahashi Seisakusho Co., Ltd. (currently Techno State Co., Ltd.) in 1982. In June 1988, he became General Manager and succeed to expand the business diversifying domestic and foreign production bases. Uehara formally assumed the position of President and CEO in 2001, and since then, he has been dedicated to the development of the company for 17 years and continues to the present, promoting sustainable and innovative "Monozukuri".

Studied Marketing at Woodbury University (Los Angeles, USA).
Due to his great contribution to the development of Japanese industries he was awarded by the Japanese Government with “The Order of the Rising Sun, Silver Rays” on November 3rd, 2018.

After overcoming the Lehman shock and the Great East Japan Earthquake, Uehara recovered to a record-high in ordinary income in 2017.
In May 2016, received the Minister of Economy, Trade and Industry Award in the overseas expansion division of "300 flapping SMEs and small businesses".
In 2020, received "BCP (Business Continuity Strengthening Plan)" certification from the Ministry of Economy, Trade and Industry.
In 2022, recieved the second consecutive year "2022 Bright 500, an excellent health management corporation" Award and "DX certification" from the Ministry of Economy, Trade and Industry.
Techno State is one of the important companies leading medium-sized and medium-sized companies in Japan.
In November 2016, he became a member of the Fujisawa Chamber of Commerce and Industry and became the chairman of the Industrial Promotion Committee, contributing to the development of the local community.

What I learned is to draw and embody the business concept with "predictability".
