Mission
Board of Commissioners
The governing Board of PURA is appointed by the President of the Republic of The Gambia on the recommendation of the Secretary of State for Finance and Economic Affairs. The Board appointed in October 2004 had a term limit of three years which ended in September 2007. It was reconstituted in December 2007 with the Chairman Mr Abdoulie Touray and Mr. Anthony Carvalho re-appointed for one further term of three years. The Board comprises a Non Executive Chairperson, two non-executive commissioners, an ex-officio member, the Permanent Secretary of the Department of State for Finance and Economic Affairs, the Director General, two Executive Directors and the Administration and Human Resources Manager of PURA as the Secretary to the Board. A total of 8 persons.
Director General’s Office
The Director General is the Chief Executive Officer of PURA and responsible for the strategic management and direction of the Authority. Within his office are two principal support units namely:
Administration and Human Resource Management Unit: The unit oversees personnel and HR functions, Staff Welfare, Procurement, Fleet Management and Administrative Activities
Finance Unit: - This unit oversees and manages the budget and funds of the office. It also is responsible for drawing of the monthly management accounts and giving necessary financial advice and direction. The Finance Unit is also responsible for the invoicing of regulatory fees and the follow up on the payment of the said invoices and subventions due to the Authority.
Legal, Licensing and Enforcement Directorate: – The Executive Director Legal, Licensing and Enforcement advises the Board and The Director General on all legal matters affecting the Authority. It drafts all legal instruments such as licenses, Regulations, Determinations and Contracts of the Authority. It also monitors compliance with regulations and service quality.
Technical Directorate: – Advises the Board and the Director General on issues relevant to the regulation of the water, electricity and telecommunications sector, including spectrum management and numbering administration. It carries out inspections as required works on standards and guidelines n respect of type approval of equipment
Economic Regulation Unit: - Advises the Board and the Director General on Rates, Tariffs and Promotions. The Directorate also performs economic and financial analyses; conducts research and develops special studies and forecasts.
Policy and Strategy and Consumer Affairs Directorate: - Receives consumer complaints of utility services and reviews these with the relevant service providers. It monitors the level of consumer satisfaction with services provided by utilities and the PURA itself. It evaluates the performance of the utilities against the respective quality of service standards and assists the Board in publishing information relating to the PURA’s functions and activities. It also advises the Board and the Director General of the public perception of PURA’s performance, and, where appropriate, suggests actions to improve PURA’s image. It also handles PURA’s sensitisation activities, organises workshops, manages PURA internal and external communications and analyses government policies for the sector implementation.
This Directorate is tasked with managing Stakeholder Issues, Consumer Affairs, Communications to include corporate public relations as well as public and consumer outreach activities, International Relations, Policy issues, development and implementation of the Strategic Plan and the Information Technology and Multimedia Services of the Authority. These are cross-cutting areas of work which require collaboration more often than not with other directorates within PURA.
