Ms Mupende has been the Chief Executive Officer of Ultimate Developers Ltd since January 2015, leading a company that is rapidly transforming the real estate sector in Rwanda. She transitioned from a planning and regulatory background having worked for the City of Kigali for over seven years.
In her role as the Director of Urban Planning and Construction One Stop Centre at the City, she contributed to initiatives towards the sustainable growth of the City of Kigali. Through the implementation of the Master Plan, building control regulations and other relevant laws and regulations that govern construction in Rwanda, she played a part in addressing the challenges of rapid urbanization. At the backbone of this was fostering an investment climate by ensuring compliance with the clients’ charter and guaranteeing better service delivery.

Master’s of Science in Geo-information Science and Earth Observation for Urban Planning and Management (2011), University of Twente, The Netherlands.
Bachelor’s Degree in Urban and Regional Planning (2002), Makerere University, Uganda.
Experience
Liliane Uwanziga Mupende is currently the CEO of Ultimate Developers Ltd, prior to which she served as the Director of Urban Planning and Construction One Stop Centre at the City of Kigali. Ms Mupende is serving as a board member on the boards of Rwanda Utilities Regulatory Authority, Rwanda Transport Development Authority and Rwanda Institute of Architects.
